Can interact with a degree of fluency and spontaneity that makes regular interaction with native speakers quite possible without strain for either party. |
| C1 | Proficient User | Can understand a wide range of demanding, lengthy texts, and recognize implicit meaning. Can express themselves fluently and spontaneously without much obvious searching for expressions. Can use language effectively for social, academic, and professional purposes. |
| C2 | Master | Can understand everything implied or explicitly stated in any kind of text, including technical texts, that relate to their field of specialization. Can express themselves fluently and spontaneously with complete precision and fluency in complex situations. |
CELI Exam Format
